As a Christian, father, and grandfather, I believe in the sanctity of human life.  And as a Constitutional conservative, it is a priority of mine to protect our unalienable Rights that our Founding Fathers established in the Declaration of Independence and protected under our Constitution.  Our nation was founded upon the belief that all men, regardless of status, are entitled to the most precious Right to Life. We cannot allow this fundamental value to erode. Human life begins at conception.  That is why I am dedicated to protecting the sanctity of human life and opposing any and all efforts to federally fund abortion.

Efforts to Fight Planned Parenthood’s Abortion Business

The Facts About Planned Parenthood and Abortion

While Planned Parenthood champions their organization as a key provider of pregnancy-related services, this could not be further from the truth.  Based on its own 2013 Annual Report, Planned Parenthood admitted that over 94 percent of all “pregnancy-related” services by the organization were for abortions.  In total, Planned Parenthood performs one abortion about every two minutes.  That’s 327, 653 total lives lost in just 2013! 

In addition to these facts, I have also called on federal investigations of the organization.  For instance, last Congress (2013-2014), I joined 70 other House and Senate Members in calling on the Government Accountability Office to investigate if taxpayer funds were given to organizations that provide abortions.  To my dismay, we learned on March 25, 2015, that six organizations that perform abortions received $344.5 million in federal funds as well as $1.2 billion from Medicaid.  This comes to a combined total of $1.5 billion over three years to these programs!  And the largest recipient of the federal funding?  Planned Parenthood, which receives over $500 million a year in federal funding.

Planned Parenthood Trafficking Aborted Babies’ Body Parts

In 2015 the Center for Medical Progress released a series of videos exposing the fact that Planned Parenthood has been selling the body parts and organs of aborted babies – many times without the express knowledge and consent of the mothers.  What’s worse is that these videos show Planned Parenthood is likely profiting from this trafficking.

These videos have proven what I and many Americans have long thought – that Planned Parenthood is deceptive, engages in illegal activities, and must be completely defunded.  That is why I am working hard to put a STOP not only to this vile trafficking, but to stop Planned Parenthood’s abortion business.  I also fully support the efforts of the House Republicans currently investigating this issue.

Efforts to Defund Planned Parenthood

Hardworking American taxpayers should not be forced to have their tax dollars support Planned Parenthood’s abortion business.  That is why – even before these trafficking videos were released – I signed onto a letter urging the House Appropriations Committee to deny any and all federal funding to Planned Parenthood.  I have also continually sponsored legislation that protects the lives of our unborn.  For a more comprehensive list of my efforts this Congress to defund Planned Parenthood and protect Life, please check out the section below.


Pro-Life Legislation:

This Congress, I have supported these pro-life bills:

  • H.R. 7: No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure ActThis bill prohibits federal funds to be used for abortions or health coverage that includes coverage of abortion, with exception for cases of rape, incest, or when the life of the mother is in danger.  This bill passed the House in January 2015. 
  • H.R. 36: Pain-Capable Unborn Child Protection Act
    This bill prohibits late-term abortions after 20 weeks, based on recent evidence that proves babies can feel pain at 20 weeks post-fertilization.  This bill passed the House in April 2015.
  • H.R. 217: Title X Abortion Provider Prohibition Act
    This bill prohibits the government from providing any federal family planning funding to organizations (such as Planned Parenthood) unless they have certified that they no longer perform abortions. 
  • H.R. 816: Life at Conception Act
    This bill defines life as starting at conception.
  • H.R. 940: Health Care Conscience Rights Act
    This bill prohibits any individual or employer from being forced to purchase health insurance that includes abortion coverage or any other item or service to which they have a moral or religious objection.  This bill also protects healthcare providers, hospitals, or other entities from being forced to participate in abortions or abortion-related activities.
  • H.R. 3134: Defund Planned Parenthood Act
    This bill prohibits any federal funding to Planned Parenthood for one year so that Congress can investigate the recent videos showing Planned Parenthood offering to engage in the horrendous crime of fetal tissue trafficking.  This bill passed the House in September 2015.
  • H.R. 3197: Protecting Life and Taxpayers Act
    This bill prohibits any federal funding for organizations that perform abortions.
  • H.R. 3215: End Trafficking of the Terminated Unborn Act
    This bill prohibits the use or sale of aborted tissue.
  • H.R. 3495: Women’s Public Health and Safety Act
    This bill allows states like Texas to defund Planned Parenthood and other abortion providers from the state Medicaid program. This bill passed the House in September 2015.
  • H.R. 3504: Born-Alive Abortion Survivors Protection Act
    This bill increases federal criminal penalties for any person who kills a live-born aborted baby.  This bill passed the House in September 2015.
  • H.J.Res 43: Disapproving the Action of the District of Columbia Council in Approving the Reproductive Health Non-Discrimination Amendment Act (RHNDA) of 2014
    Congress has the unique power under the Constitution to disapprove of legislation passed in Washington, D.C.  I supported this legislation because RHNDA would force religious and pro-life employers to hire employees who oppose their deeply held religious beliefs as well as to provide abortion insurance coverage.
